Network Cost Analysis

  • Developed wireless and wireline switching, transmission and CCS7 cost models. Worked with equipment manufacturers to understand the detailed engineering requirements and capacities of their equipment to ensure accurate cost modeling of their equipment. Worked with service providers in New Zealand, Korea, Mexico, Australia, United States and Hong Kong to customize and implement world class cost models.
  • As the FCC's First Report and Order created new regulatory requirements, managed team of consultants, partnering with major US LEC client, to design, develop, implement and support a new integrated cost model. Model produces forward-looking costs for Unbundled Network Elements and retail services.

Interconnection 

  • Performed bottoms-up and tops-down incremental cost analyses for interconnection services for an incumbent phone company in the Caribbean. The results have been used in the interconnection negotiation process and will be used to support the client’s regulatory requirement to establish appropriate LRIC-based interconnection prices.
  • Performed interconnection incremental cost analyses for an incumbent phone company in South America. The analyses incorporated all appropriate network cost elements as well as the results of an internal ABC model that identified the costs associated with some operational processes. The results have been used in the interconnection negotiation process.
  • Developed a company specific interconnection cost model and cost results for a start-up Japanese telephone company. The firm is a subsidiary of an electric power company and was leveraging its communications facilities to enter the telecom market place. Presented the transparent model and results to the Ministry of Posts and Telecom helping the start-up position forward-looking, cost-based rates as appropriate for developing interconnection charges.
  • For a major U.S. ILEC, performed a critical review of the methodology, inputs and applicability of a wireless service interconnection cost study proposed by their competitor. Identification of significant flaws resulted in an approximate 80% decrease in the proposed per minute rate, saving our client significant future interconnection related expenditures.

Profitability

  • Implemented multiple phases of a cost and profitability system at a mid-size ILEC in the U.S. System also used to analyze monthly revenue trends by market dimensions.
  • Responsible for the design, development and implementation of cost and profitability systems in Colombia, Hong Kong and the United States. Each system is a flexible multi-dimensional product contribution analysis system. The systems include capabilities to forecast and decompose revenues and costs on a prospective basis across product, market and geographic dimensions for developing market analysis and strategy.

Training

  • Conducted 1-day executive seminar for major wireless service provider in Argentina. Seminar covered theoretical concepts and practical application of incremental costing.
  • Prepared and delivered 1-day "executive session" on the technical and economic issues surrounding interconnection to the telecommunications industry in Indonesia. Participants included the Minister of Communications and related government entities and representatives from the wireline, cellular and satellite service providers, including Telkom Indonesia, Indosat and SatelIndo.
  • For a mid-size U.S. ILEC, prepared and delivered "TSLRIC vs. TELRIC" detailing the differences in the development of traditional service long run incremental costing and Total Element Long Run Incremental Cost (TELRIC) methodology as described in the FCC's First Report and Order, 1996.

Strategic Planning

  • Performed a review of interconnection and universal service policies in light of increasing competition for a large Asian telephone company. The final report included recommendations of appropriate policies and cost methods as well as the review of the company's interconnection rates.
  • Provided consulting to many global service providers regarding economic theory of costing, including use of forward looking costs and the importance of having price structures reflect cost structures.

Regulatory Strategy and Support

  • Developed bottoms-up incremental cost analysis for the underlying network infrastructure and operational framework to support toll free services. Cost analysis examined substantial network investments as well as significant operational processes supporting establishing and delivering service and customer service. The cost analyses were developed at a granular level with the rigor required to establish tariff quality cost support.
  • Develop FCC tariff (at least annually) for client based upon a cost causal analysis.
